Skywarn is sponsored by the National Weather Service (NWS). A person
can become a Skywarn spotter after completing a free three-hour course.
An Amateur Radio station at the
Jacksonville National Weather Service Office, WX4JAX, activates during
severe weather to receive spotter reports from Northeast Florida and
Southeast Georgia. WX4JAX is managed by the Jacksonville Skywarn Assn.
Meetings are quarterly.

Skywarn Spotters
If you have received Skywarn training in the
past and are still interested in participating as a spotter, we need
updated information on how to get in touch with you. The National Weather
Service is compiling an updated roster. To be included, visit the National
Weather Service Jacksonville online at
http://www.srh.noaa.gov/jax/spotter_update.shtml .
This list will include all spotters in the
Jacksonville warning area which means we need information from those
living in counties outside of Duval as well. The list will be used to contact you
for reports in the event severe weather is in your area.

Weekly Skywarn Net
The Jacksonville Area Skywarn Net meets each Wednesday at 7:00PM
Eastern Time on the W4IZ 146.7/ 444.4 MHz Repeater System. All
hams interested in becoming Skywarn spotters are invited to participate.

Net Controls & WX4JAX Operators Needed
When the WX4JAX ham station at the Jacksonville National Weather Service
Office is activated, spotter reports are fed to WX4JAX to assist
meteorologists in evaluating weather conditions so that timely warnings
can be issued.
A Skywarn Net is activated on the W4IZ 146.7/444.4 MHz Repeater System.
WX4JAX operators also scan other repeaters to gather input when
meteorologists request input from a specific county.
Reportable events include hail (penny size or larger), fallen trees,
heavy rain (2 inches or more per hour) that causes flooding, heavy winds
(50 mph or more), and tornadoes.
Additional volunteers are needed to go to the NWS office near JIA to
work in 3 to 6 hour shifts when severe weather threatens.
Also, Net Control Stations (NCS) are needed to operate from their home
when severe weather is indicated.
Training and assistance are available. Spots are available for both
experienced net controls and for newcomers who would like to learn more
about public service radio networks.

JACKSONVILLE SKYWARN ASSOCIATION CONSTITUTION & BY-LAWS
Preamble:
We, the undersigned wishing to secure for ourselves the pleasures and
benefits of an association of persons commonly interested in Amateur
Radio, constitute ourselves the Jax Skywarn Association and enact this
constitution as our governing law. It shall be our purpose to provide
severe weather observation services to the National Weather Service and
the citizens of NE Florida and SE Georgia. In doing so the association
shall further exchange of information and cooperation between members,
promote radio knowledge, and conduct association programs and activities
as to advance the general interest and welfare of Amateur Radio in the
community.
Membership: Article I
Membership is extended to anyone who has completed at least a basic
Skywarn Spotter class.
Officers: Article II
Sec.1. The officers of this association shall be President,
Vice-President, and Secretary-Treasurer.
Sec.2. The officers of this association shall be elected for a term of
one year by ballot of the members present, provided there be a quorum,
at the annual meeting.
Sec.3. Vacancies occurring between elections must be filled by special
elections at the first regular meeting following the withdrawal or
resignation.
Sec.4. Officers may be removed by a three-fourth vote of the membership.
Duties of Officers: Article III
Sec.1. The president shall preside at all meetings, and conduct them
according to the rules adopted. He/she shall enforce due observance of
this Constitution and By-Laws; decide all Questions of Order; sign all
official documents adopted by the Association. And perform all other
duties pertaining to the office of President.
Sec.2. The Vice-President shall assume all the duties of the President
in his/her absence. In addition, he/she shall organize association
activities, plan and recommend contests for operating benefits, and
advance association interest and activity as approved by the
association. He/she shall maintain close liaison with the ARRL Section
Emergency Coordinator to further association participation in the
Amateur Radio Emergency Service.
Sec.3. The Secretary-Treasurer shall keep a record of the proceedings
of all meetings, keep a roll of members, submit membership applications,
carry on all correspondence, read communications at each meeting, and
mail notices to each member. At the expiration of his/her term, he/she
shall turn over all items belonging to the association to his/her
successor. Secretary-Treasurer shall receive and receipt for all monies
paid to the association; keep an accurate account of all monies received
and expended; pay no bills without proper authorization (by the
association or its officers constituting a business committee). At the
end of each quarter, he/she shall submit an itemized station of
disbursements and receipts. At the end of his/her term shall turn over
everything in his/her possession belonging to the association to his/her
successor.
Meetings: Article IV
The By-Laws shall provide for regular and speciation meetings. At
meetings, a minimum of one-third of the membership shall constitute a
quorum for the transaction of business.
Dues: Article V
The association, by majority vote of those present at any regular
meeting, may levy upon the general membership such dues or assessments
as shall be deemed necessary for business of the organization.
Non-payment of such dues or assessments shall be cause for expulsion
from the association within the discretion of the membership.
Membership Assistance: Article VI
The association, through designated Public Relations, Training and
Operating Committees, will provide technical advise to members
concerning equipment design and operation to assist in frequency
observance, clean signals, uniform practice, and absence of spurious
radiation from association member-stations. The association shall also
maintain a program to foster and guide public relations.
Amendments: Article VII
This Constitution & By-Laws may be amended by a two-thirds vote of the
total membership present. Proposals for amendments shall be submitted
in writing at a regular meeting and shall be voted on at the next
following regular meeting, provided an attempt has been made to notify
all members of the intent to amend the Constitution &By-Laws at said
meeting. Roberts Rules shall govern proceedings.
By-Laws:
1. Secretary-Treasurer: It shall be the duty of the Secretary to keep
the Constitution &By-Laws of the association and have the same with
him/her at every meeting. He/she shall note all amendments, changes and
additions on the Constitution and shall permit it to be consulted by
members upon request.
2. Membership: Full membership is open to licensed amateurs.
Association membership is open to those interested in severe weather
reporting. Full membership includes all association privileges as well
as rights to hold an association office and to vote for association
officers. Associate membership includes all association privileges
except for the right to hold office and vote for association
officers.
3. Meetings: Regular meetings shall be held semi-annually or more
frequently if called by an officer of the association. Special meetings
may be called by the President upon written request of any five
association members. Notices shall be sent to members concerning
special meeting and the business to be transacted. Only such business
as designated will be transacted. Such notices shall be sent so that
they may arrive not less and 24 hours before the meeting.
4. Dues: An assessment per member may be assessed in accordance with
the provisions of Article V of the constitution for the purpose of
providing funds for expenses.
